This is what the keel looked like when it was removed. The previous owner said that he didn't know about the keel damage until I pointed it out to him, so it had probably been this way for a long time. My guess is that it rusted and swelled, jamming in the trunk, so somebody "fixed" it by cutting away the sticking sections with a skilsaw. It will need to be entirely rebuilt.
